                                ANNEXURE ­ 1

Eligible Criteria:
   1. The firm should have annual turnover of more than ` 10 lakh for Audit and
   2. The firm should have registered minimum 05 years from the Date of
      floating the tender.
   3. The firm should have minimum two Chartered Accountants.
Scope of Work ­ GIRDA Office ­ Vadodara
   1. The Internal Auditor have to examine all the books and Records as per
      standard procedure and as per area of verification suggested and to give
      quarterly draft report to the concerned officer of GIRDA, Concern officer
      may be instructed to comply or respond to the queries within 10 days from
      the receipt of the report. Internal auditor should submit final report on
      quarterly basis to the GIRDA office covering following aspects.

         a) Confirmation that they have discussed report with GIRDA Officer and
            report is submitted only after response/compliance is received.
         b) Observations and comments in a summarized manner on which they
            are not satisfied with the response of GIRDA.
         c) Commenting on steps to be taken for recovery for over dues, aging
            analysis of outstanding dues and also suggestions for writing off the
         d) Suggestions for control of computerized operations.
         e) Verification of Statements required for preparation of Final accounts
            including statements of outstanding liabilities, pre-paid expenses etc.
         f) Physical verification of cash, bank fixed deposit receipts, asset &
            store items.
         g) Checking of Tender Documents, RA Bills, Measurement books and
            other matters relating to construction & maintenance work.
         h) Checking of records relating to stores items, commenting on
            obsolete and slow moving items, commenting on excessive inventory

   if any, commenting on the control over the issue of material to
   contractors etc.
i) Review of advances, if any. Review of procedure for pay-bills
   preparation including deductions.
j) Suggestions for control of computerized operations.
k) Verification of Statements required for preparation of Final accounts
   including statements of outstanding liabilities, pre-paid expenses etc.
l) Internal Auditor will have to give separate Special Internal Audit
   Report, which requires special and immediate attention of the GIRDA
   on the Audit work carried out by them.
m) You have to incorporate the compliance made by the Office of the
   previous quarters' audit objections/queries/deficiencies reported in
   current quarter's audit, while submitting reports of the next
n) Advising on Calculation and Payment of advance tax in installations.
o) Compliance of various provisions of TDS.
p) Compliance of various notices, summons (if any) and letters from
   Income Tax Department.
q) To assist, review and filling of annual Income Tax Return of the
r) You have to attend Income Tax Authorities to protect the interest of
   the GIRDA as and when required for the matters pertaining to
   Income Tax Exemptions, assessment proceedings etc.
s) To appear before Income Tax Office for the entire assessment
   proceedings and follow-up action like rectification application u/s
   154, reply for penalty, stay application etc.
t) You have to deal with all other Income Tax matters.
u) You have to provide your Legal Opinion on Income Tax matters as
   and when required by us.
v) Intimation of Recent updates in the field of Income Tax, TDS and
   other Direct Tax matters.
w) All matters like filling Monthly ­ Quarterly and Annual returns of GST
   and TDS and all work related t GST and TDS.

      x) You will have to suggest and provide complete guidance for
         rectification of the defects and deficiencies in the maintenance of
         records and books of accounts as may be required to exhibit true and
         correct picture of the Corporation.
      y) You have to carry out propriety/management Audit & sanction audit
         of the sections in which audit is undertaken.
      z) You have to give report of Internal Audit of GIRDA within one month
         of the Completion of the Audit.
      aa)One copy off your Audit Report is to be sent to the Coordinating
         Auditor of the GIRDA Office, Science College Compound, B/h Bio ­
         Chemistry Department, The M.S. University, Sayajigunj, Vadodara ­
         390 002.
      bb)       Likely modification in scope of work will be intimated if any.
