NOTICE INVITING RATE OUOTATION
Rate quotations are invited from willing and potential firms in sealed envelope
for award of contract for e-filing of TDS returns (for salaried and non-salaried) for the
financial year 2018-19 in respect of ICAR Hqrs. and Education Division, ICAR. The
closing date for submission of rate quotations is 18th Aprilo 2018. The Description
of work, Pre-eligibility criteria and Terms & Conditions of the work is as follows:
DESCzuPTION OF WORK
A. ICAR Hqrs.. Krishi Bhawan
1. Data entry, e-filing, submission of Quarterly Return, Generation of Form
24Q, Form-16 for salaried employees of ICAR Hqrs. (Approx. 680
employees)
2. Data entry, e-filing, submission of Quarterly Return, Generation of Form
26Q, Form-16,4. in respect of Companies/Contractors/Contract Employees
(Approx. 3000 entries in a year)
3. Data entry and submission of quarterly return in r/o GST for all the relevant
companies/contractors as per GoI instructions.
4. Issue of GST Certificate, if any.
5. Generation of FVU file, NSDL Validation, Generation of Form 27 & 27A
etc.
6. Revised/Correction filing of previous years, if any during the period of
contract.
1. Settlement of notices received from Income Tax Department under various
provisions of Income Tax Act.
B. Education Division. ICAR. Krishi Anusandhan Bhawan-Il. Pusa
1. Data entry, e-filing, submission of Quarterly Return, Generation of Form
24Q, Form-16 for salaried employees of Education Division, ICAR
(Approx. 05 Contractual Research Associates)
2. Data entry, e-filing, submission of Quarterly Return, Generation of Form
26Q, Form-16A in respect of Companies/Contractors/Contract Employees
(Approx. 03 companies in a year).

4. Settlement of notices received from Income Tax Department under various
provisions of Income Tax Act
PRE.ELIGIBILITY CRITERIA
I. The firm must be registered with the Institute of Chartered
Accountant of India.
II. The firm must have valid PAN.
III. The firm must have Service Tax Registration/GST Registration.
IV. The firm must be empanelled with Comptroller and Auditor General
of India.
TERMS & CONDITIONS FOR AWARD OF CONTRACT
1. The rates should be quoted inclusive of all cost of transport, manpower,
equipment etc. but excluding of taxes. Applicable taxes will be paid to the
firm along with their payment for the work.
2. The rates are to be quoted separately for the work related to ICAR Hqr. and
Education Division, ICAR in the proforma attached. In case, the price for
the ICAR Hqrs. and Education Division, ICAR are quoted lowest by two
different firms, separate work order for ICAR Hqrs. and Education
Division, ICAR will be awarded to the respective firms.
3. The successful firm will be required to depute its employees for doing the
job at the ICAR Hqrs. and Education Division, ICAR at Krishi Bhawan and
Krishi Anusandhan Bhawan-Il, Pusa respectively.
4. The firm must submit self certified and stamped photocopies of requisite
documents as given in pre-eligibility criteria. Quotations submitted without
the documents will not be considered and summarily rejected.
5. The payment in respect of work shall be made by the ICAR Hqrs. and
Education Division separately by the respective unit at the approved rates
within 30 days on receipt of the bill after completion of the work
satisfactorily.
6. The job is to be undertaken within the stipulated time as per schedule fixed
by the Income Tax Department from time to time, i.e. Quarterly Return will
be filed by 15ft of the succeeding month of each quarter and Form
16/16(A)/issue of GST will have to be made available by 30d' May
succeeding the relevant financial year.

7. The successful tenderer will be required to deposit 5% of the contract value
as security money, either in cash with the Cashier, ICAR or in the form of
Dernand Draft drawn in favour of ICAR Hqrs. payable at New Delhi, which
will be refunded after satisfactory completion of the contract period. If at
any stage the services of the firm are not found
satisfactory/suitable/appropriate, the contract shall liable to be terminated
and security deposit shall be forfeited.
8. The firm while submitting the quotations must affix their signature on all
pages and also provide unconditional acceptance to all the terms and
conditions of the contract.
9. The contract will be valid till completion of the work as described above for
the financial year 2018-19 (Assessment Year 2019-2020). However, the
same can be terminated even before the scheduled date of its expiry in case
the firm fails to provide satisfactory services or comply with any of the
terms and conditions of the contract. In that event, the security money
deposited by the firm will be forfeited. The decision of the Council in this
regard will be final and binding on the Contractor.
10. The contract can be mutually extended after the expiry for a period of two
years (one year at a time) based on the quality of services being provided by
the qualifying firm on the same terms & conditions and rates.
11. ICAR reserves the right to reject any or all the quotations without assigning
anv reason thereof.
