NOTICE
NOTICE INVITING OFFERS FOR PRE-QUALIFICATION OF
IT and Hardware solution
1.0 THE INSTITUTE OF CHARTERED ACCOUNTANTS OF INDIA invites
applications from IT and Hardware solution contractors for its modern,
Hi-Tech office building under Construction at, Bandra-Kurla Complex,
Mumbai.
1.1 The proposed building is a reinforced concrete framed structure with
two basements, Ground and 8 (Eight) floor with a built up area of
approximately 7500 sq.m.

1.2 The approximate cost of the IT and Hardware solution is Rs. 75.00
Lacs.
1.3 The completion period is 3 months including monsoon period
1.4 The eligibility criteria for prequalification are as under.
i. Two similar completed works each were costing not less than
Rs. 65 lakh during the last five years ending 31/12/2013.
OR
One similar completed work costing not less than Rs.1.5 Crore
during the last five years ending 31/12/2013.

(Note-similar works mean IT and Hardware solution for a
commercial or equivalent (Non-Residential) Building with two
basements and minimum eight storeys and total usable area of
about 10,000 Sq. Mtrs.
ii. Average annual financial turn over of Rs.04 Crore during the last
three years ending 31/12/2013.
iii. Should not have incurred any loss in more than two years during
last five years ending 31/12/2013.
iv. Should have been in this line of business for at least 7 years.
v. Should have full fledged office with 24/7 Service facility to provide
effective after sales service.
vi. Solvency of Rs. 75 lakh.
1.5 Only such vendors who fulfill the criteria need apply.
1.6 Joint ventures are not accepted.

1.7 The Pre-qualification document can be obtained from the office of the
Institute at 27, Cuffe Parade, Colaba, Mumbai 400 005 on payment of
Rs.2000.00 by way of a DD or Banker`s cheque drawn in favour of
ICAI payable at Mumbai, upto 15.00 Hrs. on or before 29/04/2013.
1.8 The PQ document is also available on the web site of the Institute
"www.icai.org. The above draft of para 1.7 may be submitted alongwith
the document.
1.9 The completed Pre-Qualification Document will be received upto 15.00
Hrs. on 30/04/2013 by the ICAI
1.10 ICAI reserves the right to reject any or all applications without
assigning any reason.

Invitation for Pre-Qualification - IT and Hardware solution contractors
1.0 THE INSTITUTE OF CHARTERED ACCOUNTANTS OF INDIA invites
applications from IT and Hardware solution contractors of long standing
and repute for preparing a panel of Vendors for IT and Hardware
solutions of a modern, Hi-Tech office building at Bandra-Kurla
Complex, Mumbai.
1.1 The proposed building is a reinforced concrete framed structure with
two basements, Ground and 8 (Eight) floor with a built up area of
approximately 7500 sq.m.
.
1.2 The approximate cost of the IT and Hardware solution is Rs. 75.00
Lacs.
1.3 The completion period is 3 months including monsoon period
.
1.4. ICAI intends to pre-qualify IT and Hardware solution contractors
who have the requisite qualifying experience specified in the pre-
qualification documents for selection of competent IT and
Hardware solution contractors for the Building.
2.0. The contractors who fulfill the following requirements shall be eligible to
apply.
(a) The applicant should be a well established and reputed Indian
company in the line of IT and Hardware solution contractor of
minimum 7 ( Seven ) years experience.
(b) The Contractor should have satisfactorily completed atleast
similar works of magnitude as specified below during the last 5
(five) years ending by 31/12/2013. This should be certified by an
officer not below the rank of Superintending Engineer/ Chief
project Manager or equivalent.
Two similar completed works each costing not less than Rs. 65 lakh.
OR
One similar completed work costing not less than Rs. 1.5 Crore..
Note:

1. Similar works under this clause shall mean IT and Hardware
solution in Glass framed structure Commercial complex (Non-
Residential) with a Basement and a minimum of Eight storeys in
Superstructure".
2. "Cost of work" shall mean gross estimated value of completed
work including all the components executed under single contract
including the cost of materials supplied by the Client, but excluding
those supplied free of cost.
(a) The contractor should have had average annual financial turn
over of Rs. 04 Crore on IT and Hardware solutions of similar
nature during the last three years ending 31/12/2011 duly
audited by a Chartered Accountant.
(b) The contractor should not have incurred any loss in more than
three years during the last five years ending 31/12/2013 duly
certified by a Chartered Accountant.
3.1. Applicant contractor may obtain pre-qualification document on request
in writing, from the office of the Institute at 27, Cuffe Parade, Colaba,
Mumbai 400 005 on payment of Rs. 2000.00 (Rupees Two Thousand
Only) in DD, Banker's cheque drawn in favour of ICAI payable at
Mumbai, upto 15.00 Hrs. on or before 29/04/2013.
3.2. In case, the applicant desires the issue of Pre-Qualification documents
by post, an extra amount of Rs.100.00 (Rupees One Hundred only)
shall be added, towards the cost of postage. The Pre-Qualification
document shall be sent by Speed Post. However, ICAI shall not be
responsible for any delay on account of postal delivery.
3.3. The PQ document is also available on the web site of the Institute
"www.icai.org. The applicant contractors may down-load the PQ
documents for submission to ICAI. In case of down-loaded PQ
documents, the applicant shall be required to remit an amount of Rs.
2000.00 (Rupees Two Thousand Only) in the form of DD/ Bankers'
Cheque drawn in favour of ICAI payable at Mumbai
4.0 IMPORTANT INSTRUCTIONS TO APPLICANTS WHO
DOWNLOAD THE PQ DOCUMENT FROM WEB.
The applicants who have down-loaded the PQ from the web, should
read the following important instructions carefully before submitting the
PQ documents:-
a) The applicants should see carefully & ensure that the complete
PQ document contains 32 pages in all in the PQ document.
b) The printout of PQ document should be taken on `A 4' size
paper only & the printer settings, etc; are such that document is

printed as appearing in the web & there is no change in
formatting, number of pages etc.
c) The applicant should ensure that no page in the down-loaded
PQ document is missing.
d) The applicant should ensure that all pages in the down-loaded
PQ document are legible & clear & are printed on a good
quality paper.
e) The applicant should ensure that every page of the down-
loaded PQ document is signed by applicant with stamp (seal)
f) On page `2' of the down-loaded PQ document, the name of the
applicant should be filled by the applicant.
g) The applicant should ensure that the down-loaded PQ document
is properly bound and sealed before submitting the same.
h) In case of any correction / addition / alteration / omission in the
PQ document by the applicant, it shall be treated as non
responsive and shall be rejected.
i) The applicant shall furnish a declaration to this effect that no
addition deletion / corrections have been made in the PQ
document submitted and it is identical to the PQ document
appearing on Website.
j) The applicant should read carefully & sign the declaration
given on the page number `22' before submitting the PQ
document.
k) In case of any doubt in the down-loaded PQ document, the
same should be got clarified from THE INSTITUTE OF
CHARTERED ACCOUNTANTS OF INDIA, Head office, Colaba,
Mumbai 400005 before submitting the PQ document.
5.0 The Company or firm or any other person shall not be permitted to
seek pre qualification for the work in case his near relative(s) (directly
recruited or on deputation in THE INSTITUTE OF CHARTERED
ACCOUNTANTS OF INDIA) is/are posted in any capacity either non-
executive or executive employee in Mumbai. Near relative(s) for this
purpose is/are defined as
i) Member of Hindu Undivided Family (HUF)
ii) They are Husband and Wife
iii) The one is related to other in the manner as father, mother, son(s)
& son's wife (daughter-in-law), Daughters(s), Daughter's husband
(son-in-law), brother(s), brother's wife, sister(s), sister's husband
(brother-in-law)

The applicant principal contractor shall also intimate the names of
persons who are working with him in any capacity or are subsequently
employed by him or who are near relative to any executive
employee/Gazetted officer in THE INSTITUTE OF CHARTERED
ACCOUNTANTS OF INDIA.
All the intending applicants will have to give a certificate that none of
his/her such near relative(s) as defined above is/are working in the
Mumbai where he is going to apply for pre qualification / work. The
format of the certificate is to be given as :-
"I ________________________________________ S/o Shri
_______________________________________ Resident of
_____________________________________________ hereby certify
that none of my relative(s) as defined above is/are employed in THE
INSTITUTE OF CHARTERED ACCOUNTANTS OF INDIA Mumbai .
In case at any stage, it is found that the information given by me is
false/incorrect, ICAI shall have the absolute right to take any action as
deemed fit without any prior intimation to me".
The certificate in case of Proprietorship Firm shall be given by the
proprietor; for Partnership Firm, certificate shall be given by all partners
and in case of Limited Company, by all Directors of the Company.
However, Government of India/Financial institutions nominees and
independent non-official part-time Directors appointed by Govt. of India
or the Governor of the State are excluded from the purview of
submission of this certificate while submitting pre qualification
documents by Limited Companies.
6.0 Application for pre-qualification supported by prescribed annexures
should be submitted in sealed envelope duly super scribed "Pre-
qualification document for the IT and Hardware solutions of OFFICE
BUILDING AT BANDRA-KURLA COMPLEX, MUMBAI, The
applications will be received upto 15.00 Hrs on 30/04/2013 and will be
opened on same day of prequalification document submission date or
any other date as per discretion of the ICAI as notified even if tenderers
are not present.
7.0 The ICAI reserves the right to verify the particulars furnished by the
applicant independently. If any information furnished by the applicant is
found incorrect at a later date, he shall be liable to be debarred from
tendering/taking up of work in ICAI, the tender/work will be cancelled,
whenever it is so noticed. The department will not pay any damages to
the Company or firm or the concerned person. The Company or Firm
or the person will be also debarred for further participation in the tender
in the ICAI. Further, any breach of this condition by the applicant would
also render him liable to be removed from the approved list of
contractors of ICAI.
8.0 The ICAI reserves the right to reject any application without assigning
any reason and to restrict the list of pre-qualified contractors to any

number deemed suitable by it, if too many applications are received
satisfying the basic Pre-Qualification criteria.

SECTION I
A. STATEMENT OF OBJECTIVES AND
BRIEF PARTICULARS OF THE WORK
1.0 THE INSTITUTE OF CHARTERED ACCOUNTANTS OF INDIA
proposes to construct a modern, Hi-Tech office building on its land
measuring 7500 sq.m located in a prime location of the city at Bandra-
Kurla Complex, Mumbai.
1.1 The proposed building shall be a reinforced concrete framed structure
and shall have basement and Ground plus 8 (eight) floors
approximately 7500 sq.m and ancillary buildings such as energy block,
etc;the building shall be equipped with all modern facilities.
1.2 The approximate cost of the IT and Hardware solution is Rs. 75 Lacs.
1.3 ICAI intends to pre-qualify IT and Hardware solution contractors who
have the requisite qualifying experience specified in the pre-
qualification documents for selection of competent contractor for the
construction of the building.
1.4 Work shall, in general, be executed according to General Conditions of
Contract for ICAI works.
1.5 Work shall, in general be executed as per special Technical
Specifications, relevant Indian Standard (IS) Codes, American
Standards, British Standards or DIN Standards etc; However for all
specialized items of work the Contractor, shall be required to engage
specialized agencies for such items of work with prior approval of ICAI
as per the criteria in the tender document.

SECTION - II
INFORMATION AND INSTRUCTION TO APPLICANTS
1.0. GENERAL
1.1. Letter of transmittal and forms for pre-qualification are attached
(Section III)
1.2. All information called for in the enclosed forms should be furnished
against the respective columns in the forms. If information is furnished
in a separate document, reference to the same should be given against
respective columns. Such separate documents shall be chronologically
placed at the end of the prescribed application. If information is `nil' it
should also be mentioned as `nil' or `no such case'. If, any
particulars/query is not applicable in case of the applicant, it should be
stated as `not applicable'. However, the applicants are cautioned that
not giving complete information called for in the application forms
required, not giving it in clear terms or making change in the prescribed
forms or deliberately suppressing the information may result in the
applicant being summarily disqualified. Applications made by Fax and
those received late will not be entertained.
1.3. The application should be type-written. The applicant should sign each
page of the application.
1.4. Overwriting should be avoided. Correction, if any, shall be made by
neatly crossing out, initialing, dating and rewriting. All pages of the pre-
qualification document shall be numbered and submitted as a package
with signed letter of transmittal.
1.5. References, information and certificates from the respective clients
certifying suitability, technical know-how or capability of the applicant
should be signed by an officer not below the rank of Superintending
Engineer/Chief Project Manager or equivalent.
1.6. The applicants are advised not to attach superfluous/ additional
information beyond the requirements of the Pre Qualification
document. No further information will be entertained after pre-
qualification document is submitted, unless it is called for by Employer.
1.7. The pre-qualification document (issued / downloaded from web) duly
completed and signed shall be submitted in a sealed cover. The sealed
cover super-scribed "Pre- qualification document for the
IT and Hardware solution in the Proposed OFFICE BUILDING AT
BKC, Mumbai shall be received upto 15.00 Hrs. on 30/04/2013 and
will be opened on same day of prequalification document submission
date or any other date as per discretion of the ICAI as notified even if
tenderers are not present.

In such case, where the PQ documents has been down-loaded from
the web site, the submission of the application for PQ shall be as
under:-
(i) The PQ documents shall be submitted in 3 covers as detailed below:-
(a) Cover No.1 super-scribed "Cost of PQ documents".
(b) Cover No.2 super-scribed "PQ documents" for IT and Hardware
solution. It shall contain duly filled in PQ document along with all
supporting documents.
(c) Cover No.3 super-scribed "PQ documents for the IT and
Hardware solution of Head Office Building at Bandra-Kurla
Complex, Mumbai. It shall contain covers numbered 1 & 2.
(ii) PQ documents received through down loading from the website shall
be opened in the following order:
(a) Cover no.3, containing cover No.1 & 2.
(b) Cover no.1, containing the cost of PQ documents. In case, the
cost of application is not received or not submitted in the
prescribed manner, the cover No.2 shall not be opened and
application shall not be considered.
(c) Cover No.2 containing the PQ documents and supporting
documents.
1.8. Documents submitted in connection with pre-qualification will be
treated as confidential and will not be returned.
No request for clarification will be considered after 30/04/2013.
2.0. DEFINITIONS:
2.1. In this document the following words and expressions have the
meaning hereby assigned to them:
2.2 EMPLOYER: Means THE INSTITUTE OF CHARTERED
ACCOUNTANTS OF INDIA.
2.3. APPLICANT: Means the individual, proprietary firm, firm in partnership,
limited company private or public or corporation.
2.4 "Contractor" shall mean an individual, proprietary firm, firm in
partnership, limited company or a corporation who will tender for all
the components of work and to whom the composite contract shall be
awarded under single point responsibility.
2.5 IT and Hardware solution contractors shall mean an individual,
proprietary firm, firm in partnership, limited company or a corporation
who will tender for all the components of work to whom the composite
contract for IT and Hardware solutions shall be awarded under single
point responsibilities.

2.6 `Year' means `Financial Year'
3.0. METHOD OF APPLICATION:
3.1. If an individual makes the application, it shall be signed by him
above his full type-written name and current address.
3.2. If a proprietary firm makes the application, it shall be signed by the
proprietor above his full typewritten name & the full name of his firm
with its current address.
3.3. If the application is made by a firm in partnership, it shall be signed by
all the partners of the firm above their full typewritten names and
current addresses or alternatively by a partner holding power of
attorney for the firm in which case a certified copy of the power of
attorney shall accompany the application. A certified copy of the
partnership deed along with the Form A from registrar of firms and
current addresses of all the partners of the firm shall also accompany
the application.
3.4. If a limited company or a corporation makes the application, it shall be
signed by a duly authorized person holding power of attorney for
signing the application, in which case a certified copy of the power of
attorney shall accompany the application. Such limited company or
corporation may be required to furnish satisfactory evidence of its
existence before the pre-qualification application is filed. The applicant
shall also furnish a copy of the Memorandum of Articles of association
duly attested by a Public notary.
4.0 FINAL DECISION MAKING AUTHORITY
The ICAI reserves the right to accept or reject any application and to
annul the pre-qualification process and reject all applications at any
time, without thereby incurring any liability to the affected applicants or
specifying the grounds for the Employer's action.
5.0. PARTICULARS PROVISIONAL
The particulars of the work given in Section - I are provisional and must
be considered only as advance information to assist the applicant.
6.0. SITE VISIT:
The applicant is advised to visit and examine the site of work and its
surroundings and obtain for himself on his own responsibility, all
information that may be necessary for qualification application. The
cost of visiting the site, etc; shall be at applicant's own expense.
7.0 INITIAL CRITERIA FOR ELIGIBILITY FOR PRE-QUALIFICATION

7.1. The applicant should be a well established and reputed Indian for a
minimum period of 5 years), company in IT and Hardware solution
contractors of minimum 7 (Seven) years.
7.2. The applicant should have Satisfactorily completed similar works of
magnitude as specified below during the last 5 (five) years ending last
day of 31st March 2013. This should be certified by an officer not below
the rank of Superintending Engineer/ Chief Project Manager or
equivalent.
NOTE: Completion certificate shall necessarily include the date of
completion and value of completed work.
a. Two similar completed works each costing not less than
Rs. 65 lakh.
OR
b. One similar completed work costing not less than Rs. 1.5
Crore.
Note:
1. Similar works under this clause shall mean IT and Hardware
solution for a commercial or equivalent (Non-Residential)
Building with two basements and minimum eight storeys and total
usable area of about 10,000 Sq. Mtrs.".
2. "Cost of work" shall mean estimated gross value of
completed work including all IT and Hardware solutions
executed under single contract including the cost of
materials supplied by the Govt. / Client, but excluding those
supplied free of cost.
7.3 The applicant should have had average annual financial turnover
(gross) of Rs.04 Crore on construction works during the last three
years ending 31st March 2013.This should be duly audited by a
Chartered Accountant. Year in which no turnover is shown would also
be considered for working out the average.
7.4. The applicant should not have incurred any loss in more than two years
during the last five years ending 31st December 2012, duly certified by
a Chartered Accountant.
7.5. The bidding capacity of the contractor should be equal to or more than
the cost of the work. The bidding capacity shall be worked out by the
following formula:
Biding capacity = A* N *2 B
Where,

A= Maximum value of IT and Hardware solutions executed in any
one year during the last five years taking into account the
completed as well as works in progress.
N= Number of years prescribed for completion of work for which
Pre-qualification application has been invited.
B= Value of existing commitments and on going works to be
completed during the period of completion of work for which pre-
qualification has been invited.
The applicant shall workout the bidding capacity and supply the
supporting data duly tabulated for evaluating the bidding capacity.
7.6. The applicant should own adequate tools and equipments required for
the proper execution of the work on a fast track basis. The applicant
shall furnish details of these equipments.
7.7. The applicant's should have sufficient number of Technical and
Administrative employees for the proper execution of the contract. The
applicant should submit a list of these employees.
7.8. The applicant's performance for each work completed in the last 5
(Five ) years and in hand should be certified by an officer not below
the rank of Superintending Engineer/Chief Project Manager or
equivalent.
8.0.0 EVALUATION CRITERIA FOR PRE-QUALIFICATION:
8.1.0 For the purpose of pre-qualification, applicants will be evaluated in the
following manner:
8.1.1 The initial criteria prescribed in Para 7.1 to 7.6 (in respect of
experience of similar class of works completed, Bidding capacity
and financial turnover etc;) shall first be scrutinized and the
applicant's eligibility for pre-qualification for the work be
determined.
8.1.2 Only the applicants qualifying the initial criteria as above will be
evaluated for the following criteria by scoring method on the basis of
details furnished by them.
(a) Financial Strength (Form "A") Maximum 25 Marks
(b) Experience in similar nature of work
during last Five Years. (Form "B") Maximum 40 Marks
(c) Performance on works (Form "D") Maximum 15 Marks
(d) Personnel and Establishment
(Form "E","E-1" and " G ") Maximum 10 Marks
(e) Tools and Equipment

(Form "F1"and Form "F2") Maximum 10 Marks
Total 100 Marks
To pre-qualify, the applicant must secure atleast 50% (Fifty percent)
marks in a,b,d & e of the above criteria and 70% (Seventy percent)
marks in total.
The ICAI, however, reserves the right to restrict the list of pre-qualified
contractors to any number deemed suitable by it.
8.2. Even though an applicant may satisfy the above requirements, he
would be liable to disqualification if he has:
(a) Made misleading or false representation or deliberately suppressed the
information in the forms, statements and enclosures required in the
pre-qualification document.
(b) Record of poor performance such as, abandoning work, not properly
completing the contract, or financial failures/ weaknesses etc.
9.0. FINANCIAL INFORMATION
Applicant should furnish the following financial information:
(a) Annual financial statement for the last five years (in Form `A').
These should be supported by audited balance sheets and profit
and loss accounts duly certified by a Chartered Accountant, as
submitted by the applicant to the Income Tax Department.
(b) Name and address of the banker's identification of individuals
familiar with the applicant's financial standing and a banker's
statement on availability of credit.
10.0 EXPERIENCE IN WORKS HIGHLIGHTING EXPERIENCE IN SIMILAR
WORKS
10.1 Applicant should furnish the following:
(a) List of all works of similar class successfully completed during
the last Five Years ( in Form "B" and "B-1")
(b) List of the projects under execution or awarded (in Form "C")
10.2 Particulars of completed works and performance of the applicant duly
authenticated/certified by an officer not below the rank of
Superintending Engineer/Chief Project Manager or equivalent should
be furnished separately for each work completed or in progress.
(in Form "D")

10.3 In case, the performance report for completed works, as at 10.2
(in Form "D") is not furnished, no marks shall be awarded under
clause 8.1.2.( c ).
11.0. ORGANISATIONAL INFORMATION
Applicant is required to submit the following information in respect of
his organization (in Form "E" and "E-1")
(a) Name and postal address, i/c Telephone & Fax number etc.
(b) Authenticated Copies of original documents defining the legal
status, place of Registration and Principal places of business.
(c) Names and title of Directors and officers to be concerned with the
work, with designation of individuals authorized to act for the
organization.
(d) Information on any litigation in which the applicant was involved
during the last Five years, including any current litigation.
(e) Authorization for employer to seek detailed references.
(f) Number of Technical and Administrative Employees in parent
company, subsidiary company and how they would be involved in
this work (in Form `E-1)
(g) Details of ISO certification ( in Form "G")
12.0 PLANT AND EQUIPMENT:
The applicant should furnish the list of tools and plant and equipment
(in Form `F1').The applicant shall also furnish the particulars of steel

13.0 LETTER OF TRANSMITTAL
The applicant should submit the letter of transmittal attached with pre-
qualification document.
14.0 TENDER SUBMISSIION
After evaluation of pre-qualification applications, a list of qualified
agencies will be prepared. Thereafter, pre-qualified agencies only
would be invited to submit tenders for the work.
15.0 AWARD CRITERIA
15.1 The employer reserves the right to:-
(a) Amend the scope and value of contract to the applicant.
(b) Reject any or all of the applications without assigning any reason.
15.2. For any of the above actions, the Employer shall neither be liable for
any damages, nor be under any obligation to inform the applicants of
the grounds for the same.

15.3. Efforts on the part of the applicant or his agent to exercise influence or
to pressurize the employer would result in rejection of application.
