Neutral CAs
March, 26th 2007

This refers to your interview with Mr Sunil Talati, President of the Institute of Chartered Accounts of India (ICAI) "Who are neutral CAs?" (Business Line, March 22).

On the question "How should such a CA go about the task of verifying disproportionate wealth? Are there any guidelines from the Institute?" (No answer).

Here, I would like to point out that a neutral CA in addition to the definition given by the President of the Institute of Chartered Accounts of India, he/she should be a person of high integrity and honesty without having any inclination or bias to any pressure groups or political parties.

To investigate cases like disproportionate assets, one should have sound knowledge and experience in forensic accounts in addition to Governmental and commercial accounting.

Such a person only can take up the job of verifying disproportionate assets case properly.

Broad guidelines also needs to be issued by the ICAI in consultation with CVC/CBI.
