Dear Sirs,

Implementation of Section 51-A of UAPA, 1967- Updates of the UNSCR 1988(2011) Taliban sanctions list

Please refer to our Circular DNBS(PD).CC.No 409/03.10.42/2013-14 dated September 25, 2014 on the captioned subject. We have since received from Government of India, Ministry of External Affairs, UNP Division, copy of press release regarding 6th update, dated September 23, 2014 (copy enclosed) regarding changes made in the “1988 Sanctions List”, i.e. list of Individuals and entities linked to Taliban.

2. The press releases concerning amendments to the list are available athttp://www.un.org/sc/committees/1988/pressreleases.shtml and press release pertaining to 6th update is available athttp://www.un.org/News/Press/docs//2014/sc11573.doc.htm.

The updated Taliban Sanctions list is also available:

3. NBFCs are required to update the list of individuals/entities as circulated by Reserve Bank and before opening any new account, it should be ensured that the name/s of the proposed customer does not appear in the list. Further, NBFCs should scan all existing accounts to ensure that no account is held by or linked to any of the entities or individuals included in the list.
