COMPREHENSIVE INTERNAL AUDIT OF HUDCO AHMEDABAD
REGIONAL OFFICE FOR THE FINANCIAL YEAR 2018-19.

Housing and Urban Development Corporation Ltd. (HUDCO), a premier techno
financing institution under the Ministry of Housing and Urban Affairs, Govt. of
India is engaged in providing long term loans for financing of Housing and Urban
Infrastructure Projects.
HUDCO, Ahmedabad Regional Office invites offers from eligible Chartered
Accountant firms for appointment as Internal Auditors for undertaking
comprehensive Internal Audit of Regional Office for the financial year 2018-19.
You are requested to submit your quotation/offer for the services as per scope of
work by 6.6.2018 at 10 a.m. Quotation should be complete in all respects and
should reach latest by the stipulated date and time. Incomplete
quotations/quotations received later than the stipulated date and time shall be
summarily rejected. The technical bids of the bidders will be opened on 6.6.2018
at 10.30 am. The Financial bids shall be opened on 11.6.2018 at 3.00 p.m. The
representative of bidders can participate in Tender Opening, if so desired. You
may please also note the following general terms and conditions applicable in
regard to submission of quotation/offer for award of contract / empanelment by
HUDCO: -
Terms and Conditions
1. Scope of Work : The Scope of Work broadly covers the points as per
enclosed Annexure I . The Checklist to be prepared by Internal Auditor with
their comments, observations and deviations, if any should be as per
Annexure-II.
2. The services would be provided in respect of Ahmedabad Regional Office at
its premises at Housing & Urban Development Corporation Limited,
(HUDCO), Gruh Nirman, 4th Floor, Ashram Road, Ahmedabad 380009 or
its new premises near Ishwar Bhuwan, Navarangpura, Ahmedabad-380009.

3. Quotation can be sent by post or deposited in tender box available at
Reception in HUDCO office.
4. Quotation should be sent in 3 sealed envelopes containing EMD, Technical
bid and Financial Bid separately and finally placed in one overall sealed
cover, superscribing on top "Expression of Interest for Appointment of
Internal Auditor for the Financial Year 2018-19" and which must display
clearly our reference number, closing date and time to be mentioned on the
envelope with name of your agency/, telephone number and full address.
The Technical bid(Annexure VI) in the specified format should detail out the
firm's detailed profile including the firm's name, address, date of
establishment, detailed profile of partners and brief details of paid CA's
associates/support staff, clientele (PSUs, Banks, other companies)
experience in handling Internal Audit work of PSUs. The complete quotation
should be sent to:

5. The Minimum Technical Eligibility Criteria required for consideration for
appointment are as under:-
1. Consultant should be a Chartered Accountant Firm having at least five
years' experience undertaking Internal Audit work of Public Sector
Undertakings.
2. Consultant should have at least two years' experience in handling Tax
related work including filing of TDS and Service Tax/GST Return in
respect of Public Sector Undertaking.
3. Consultant should have minimum three number of partners(CAs),
minimum five numbers of paid assistants {Qualified(CA/CMA)/semi
qualified(CA/CMA)} and other employed staff.
4. Consultant should have well established local office with adequate
infrastructure within a radius of 10 Km of HUDCO Regional Office and
having minimum five working staff (including one partner).
5. CA Firm should give an an undertaking in the prescribed format at
Annexure III.

Detailed profile of partners and brief details of paid CAs and list of firm's PSU
clientele along with Work orders may be provided in support of the above
requirements as per Eligibility criteria.

6. Selection Procedure:
The appointment of Consultant firm shall be done in following manner:-
1. Firms shall be short listed on the basis of Technical Bid and physical site
inspection of offices of CA Firms which are found technically qualified on
basis of the documents submitted by them.
2. Financial Bids of only those bidders shall be opened who have qualified
the technical criteria prescribed in the tender and outcome of site
inspection.
3. Firm quoting the lowest rate shall be awarded the work.
4. Where more than one firms are L-1, the decision for selection of one firm
for the assignment shall be based on merits in following order.
i) Number of years of experience in Internal Audit matters, in PSUs.
ii) Total work experience in the field.
iii) Vicinity from Hudco office, i.e. the firm nearer to Hudco premises shall
be selected for the assignment.
7. The CA firm shall be required to depute one partner for coordination on a
regular basis with HUDCO Officials to coordinate with the Regional Office
for Internal Audit assignment.
8. The Consultant is expected to undertake the review for each month's
transactions in the first week of succeeding month and submit a report as
specified at Annexure IV.
9. The Firm may be engaged for a continuous period of three years. However,
their appointment shall be renewed on yearly basis based on the
satisfactory performance in the previous year with the approval of HUDCO
Head Office.
10. The estimated fee is prescribed as per Annexure-V. The minimum
consolidated fee for Fixed Fee Component of the assignment is 50% of the
maximum fee given at Annexure VII p.a.(excluding GST). The quarterly
payment shall be made @80% of the due fees and balance 20% shall be released
after audit of annual accounts by Statutory Auditors and Issuance of Tax Audit
Report. The fee should be quoted strictly as per components of Financial Bid
( Annexure VII).
11. The quotation is invited for the whole assignment as per scope of work
enclosed and no part assignments shall be considered. The CA Firm should
quote their fee accordingly.
12. Internal Audit Department, Head Office, HUDCO has the right to replace the
CA Firm, if it is found that the Internal Audit is not of required standard.

13. Any modification in offer after deposit of tender will not be considered.
14. Bidder, before submitting quotations, should clearly understand Hudco's
requirement and, in case, any information/ clarification is required, the same
may be obtained by visiting Hudco Regional Office during the working days
(Monday to Friday between 10 a.m. to 6 p.m). It may be noted that no
clarification/ information after closure of the last date of receipt of quotation,
would be entertained.
15. Quotations received late, will not be considered. HUDCO will not be
responsible for any postal delay.
16. Technical Bids will be opened on 6.6.2018 at HUDCO office (at the
address given in Point no.4) at 10.30 a.m.
17. HUDCO reserves the right to accept or reject any or all quotations without
assigning any reason.
18. Copy of Pan Card, Address proof, GST registration and MSME Registration
(If applicable) may be submitted along with the Technical bid.
19. Bids should be complete in all respects and should fulfill all requirements or
else it is liable to be rejected without assigning any reason & any
communication. In addition the bidder will be disqualified, if at any point it is
found that information provided by him is incorrect.
20. Submission of the bid in the above stated period shall be the responsibility
of the bidder. However, the bids are liable to be rejected outright and shall
not be evaluated if the bidder fails to meet the deadline.
21. EMD of Rs. 1000/- (Rupees one thousand only) is to be submitted in the
form of Demand Draft drawn in favour of Housing & Urban Development
Corporation Ltd. Payable at Ahmedabad along with the bid in separate
cover as mentioned at Point 4
22. HUDCO will retain a Security Deposit of Rs.1000/-(Rupees one thousand
only) in case of successful bidder, even if MSME. The Demand Draft of
EMD of successful bidder(other than MSME) shall be retained with HUDCO
till the Security Deposit amount is received in HUDCO Ahmedabad's Bank
Account, details of which shall be made available to the successful bidder.
The Security Deposit shall be refunded on satisfactory completion of the
term. The EMD of unsuccessful bidders shall be returned after finalization of
appointment by HUDCO. Interest will not be paid on EMD amount.
23. HUDCO reserves the right to seek clarification or verification of any
information supplied by the bidder.

24. HUDCO has the right to accept or reject the tender and the decision of
Regional Chief, Ahmedabad Regional Office, HUDCO shall be final in this
regard.
25. All the matter of dispute arising out of this shall be subject to courts of
Ahmedabad, Jurisdiction only.
