NOTICE INVITING SHORT TERM TENDER
(GOK E-procurement system)
Tenders are invited through e-procurement system (e-Procurement Portal) as per
Karnataka Transparency in Public Procurement Act 2000 under two cover bid system
from reputed experienced Chartered Accountants/firms to prepare Annual Accounts,
Computation of Income Tax and other related Financial Statements, for the
Company as required under the Companies Act, 2013, Income Tax and
other applicable Acts.

1. BRIEF HISTROY:
Karnataka State Small Industries Development Corporation (KSSIDC) is a
Government of Karnataka concern with the principal objective to promote and
develop Small Industries in the State. Construction and utilization of
infrastructure, especially in backward areas, procurement and marketing of Raw
Materials, technical support and assistance are means to reach the goals.
KSSIDC constructs sheds and Develops plots for allotment to SSI entrepreneurs
and supplies Iron and steel raw materials to industrialists throughout the State.
2. Project Objectives:
KSSIDC will have to account differently for cases where allotments are
made on Lease-cum-sale basis where properties are conveyed in the name
of the respective allottees. The treatment of Industrial Estate Properties by
KSSIDC is also to be finalized. Hence, it is necessary to have the services
of 2(two) numbers of experienced Chartered Accountant(s) to prepare
Annual Accounts, Computation of Income Tax and other related
Financial Statements, for the Company as required under the Companies
Act, 2013, Income Tax and other applicable Acts. It is also required to
pass accounting entries in the books of accounts for all receipts and
prepare Annual Accounts including balance sheet, P&L Accounts and
other financial statements for the Financial year 2017-18 as required
under the Companies Act, 2013 and Income Tax Act and also to prepare
Budget of the Corporation for the FY 2018-19.
3. SCOPE OF WORK
The scope of work pertains to preparation of Annual Accounts 2017-18,
computation of income tax and other related Financial Statements:
1 Your services will be utilized to carry out the finalization of accounts
for the financial year 2017-18.
2 You have to depute experienced Chartered Accountants to carry out
the assigned work. You are also requested to arrange for sufficient
man power for completion of the assignment.
3 Your services shall continue until the final accounts are audited and
"Nil Comments" are obtained from the AG, Karnataka, Bengaluru
and till conclusion of Annual General Meeting of the Company.
4 You are required to prepare books of accounts and to carry out the
finalization of accounts in accordance with, The Companies Act
2013, Accounting Standards, Statutory requirements, etc.
Computation of Income Tax for the FY 2017-18 and assist in filing of
Income Tax returns.
5 Time Schedule prescribed by The Companies Act 2013, and the
Accountant General in furnishing the financial Statements and
preparation of balance sheet, profit & loss accounts and other
related statements/works statement for the financial year 2017-18
should be strictly adhered.
6 Your presence on premises of the Head Office of the Corporation will
be required on all working days including general holidays if
necessary, until completion of the Annual General body Meeting.
7 You are required to prepare the of accounting documents/posting of
ledger. You are further required to attend the Audit enquiries of the
Statutory and AG Auditors and provide satisfactory explanations to
their enquiries.
8 Since, the Corporation is switching over to ERP from COBAL, you will
have to Pass necessary entries, Prepare accounts, Ledger
reconciliation and also interact with the service providers in order to
generate the reports like Balance Sheet, P&L Account, Schedules,
Notes, etc. required to finalize the accounts.
9 Not with standing any omissions in this letter in expressly stating
your functions with respect to finalization of annual accounts for the
year ending 31-03-2018.
4. ELIGIBILITY CRITERIA OF THE BIDDER:
Required Criteria:-
· The Chartered Accountants should have working experience
of 10 years. (document to be uploaded)
· Minimum 5 years Experience in handling of accounts in
Public Sector undertaking. (Experience Certificate to be
enclosed)
· To provide 3 years IT Returns. (to be uploaded)
· To provide existing client list.
· The qualification of the assistants attending to the work to be
uploaded.

5. TENDER PROCEDURE:
1. The tender will be a two part system:
a) First shall be the "TECHNICAL BID" (Cover-I) and shall
contain Detail Technical Proposal as per Eligibility Criteria.
b) Second shall be the FINANCIAL BID (Cover-II) and shall contain financial
bid in the prescribed format.
" Submission of Bids shall be only through e-portal and physical
submissions of covers will not be accepted."
2. Cover-II (Financial bid) will be opened only if the bidder fulfills the conditions
prescribed in this tender document & qualifies in technical bid at Cover- I.
3. The bidder should fulfill the following Technical Bid Criteria & these
documents shall be produced for TWO COVER BID system

7. RIGHT TO TERMINATE TENDER DOCUMENT PROCESS:
a. The KSSIDC Ltd reserves the right to accept or reject any proposal, and to
annul the tender process and reject all proposals at any time prior to award of
contract, without incurring any liability to the affected bidder or bidders or any
obligation to inform the affected bidder or bidders of the grounds for such
action.
b. This Tender document does not constitute an offer by the KSSIDC Ltd. The
bidder's participation in this process may result in KSSIDC Ltd selecting the
bidder to engage in further discussions and negotiations toward execution of a
contract. The commencement of such negotiations does not, however, signify a
commitment by the KSSIDC Ltd to execute a contract or to continue
negotiations. The KSSIDC Ltd may terminate negotiations at any time without
assigning any reason.
8. EARNEST MONEY DEPOSIT (EMD)
The Bidder shall furnish, as part of its bid, an Earnest Money Deposit (EMD) of
Rs. 60,000/-(Rupees Fifty Thousand only) payable through e-portal only in any of the
following modes.
Online payments:
1. Credit card/ Visa or Master or Mastro card of any bank.
2. Debit card/Visa or Master or Mastro card of any bank.
3. Net banking selected banks only.
4. NEFT/RTGS any nationalised bank.
5. Remmittance at the bank Counter using challan (ICICI bank only)
Offers which are not accompanied with EMD, will be summarily rejected.
Unsuccessful Bidder's EMD will be discharged / refunded after finalisation of tenders.
a. PAYMENT TERMS: The payment will be made after the completion of the
project.
9. TECHNICAL EVALUATION:
All the bids (applications) will be evaluated based on the Eligibility Criteria. The Selection
Committee will shortlist those companies which are satisfying the eligibility criteria in all
respects and declare the companies which are technically qualified for further
evaluation. Bidders who qualify in the Technical evaluation will be considered further for
Financial Evaluation.
10. OPENING OF FINANCIAL BIDS:
The financial bids of bidders who qualify in the Technical evaluation will be opened in
the presence of the bidders on the date and time specified in the time schedule.
11. EVALUATION OF FINANCIAL BIDS:
Financial Proposals of only the Technically Qualified Bidders would be opened on the
date and time as specified in the time schedule for further evaluation. The rates quoted
shall be inclusive of all taxes. KSSIDC reserves the right to cancel the tender if the prices
quoted by the bidders is not beneficial to the Corporation.
Validity of Bids
The bid should be valid upto the completion of the project from the opening of the
Proposal.
The EMD shall be forfeited:
If a Bidder withdraws its bid during the period of Bid validity specified by the
Bidder on the Bid Form.
In case of a successful Bidder, if the Bidder denies to accept the work.
12. AWARD OF WORK
The Managing Director, KSSIDC Ltd., reserves the right to award the contract to the
lowest financial bid that complies with all the technical requirements.
13. FINALITY IN DECISION MAKING:
The decision taken by the department in the process of Proposal evaluation will be full
and final and binding on all the bidders. In case of any ambiguity in the interpretation of
any of the clauses in Proposal Document or the Contract Document, interpretation of
the Department shall be final and binding on all parties.
14. PENALTY CLAUSE:
If the contractor is not executing the contract to the satisfaction of the Department then
the department may invoke any or all of the following clauses.
Forfeit the Earnest Money Deposit
Terminate the contract.
Black listing of the company.
15. LEGAL JURISDICTION:
All legal disputes are subject to the jurisdiction of Bengaluru City Karnataka courts
only.
16. TAXES AND DUTIES:
The rates quoted shall be in Indian Rupees (INR) and shall be inclusive of all taxes like
GST and other taxes as applicable up to the completion of job. Any increase in the rates
will not be allowed.
