Nagpur Municipal Corporation to auction properties seized for tax default
April, 29th 2014

The Nagpur Municipal Corporation has decided to now auction properties of the property tax defaulters to recover dues. The civic body will first publicly release names of major defaulters and then auction the properties if they still do not pay up.

Sources in the NMC said the property tax department has already identified defaulters and a zone wise list has been prepared. "As per the list, hundreds of properties could be attached and auctioned," said a senior property tax department official. Refusing to disclose the list, officers said most of the properties were open plots.

The process of attaching immovable properties has already been initiated. There are 202 property owners who have not paid property tax to the tune of Rs 2.62 crore. Lakadganj zone tops the list with 42 defaulters owing Rs 10.86 lakh. It is followed by Gandibagh with 30 (Rs 17.4 lakh), Nehru Nagar- 29 (Rs 23.09 lakh), Ashi Nagar- 21 (Rs 46.69 lakh), Satranjipura- 20 (Rs11.36 lakh), Hanuman Nagar- 19 (Rs 11.69 lakh), Dhantoli -12 (Rs 20.87), Laxmi Nagar -12 (Rs 44.79 lakh), Dharampeth - 10 (Rs 48.89 lakh) and Mangalwari- 7 (Rs 26.31 lakh).

"The NMC would auction attached properties for the first time and change the ownership with the city survey office," confirmed municipal commissioner Shyam Wardhane. Though the NMC had been attaching properties in the past also it did not auction them. He further said the NMC would enter its name as owner of the properties at city survey office before auction.

Sources said the process of auctioning and recovery of dues was expected to start soon. As the properties have been identified, the next step would be putting up a notice. "This will be followed by fixing the reserve price of the property. Finally the date of auction would be announced through a public notification,'' sources said. Senior officials said they would target habitual defaulters first.

In last financial year, NMC generated a revenue of Rs186 crore from property tax as against the target of Rs222 crore. In 2012-13 fiscal, the revenue was Rs167.32 crore.

Tax warrants to defaulters

The NMC will also start issuing warrants to property tax defaulters in coming days. According to sources, there are 603 property owners who had defaulted on property tax to the tune of over Rs 5.38 crore. The warrants to be issued to defaulters stipulates a 21-day ultimatum for paying the dues. In the last financial year, 706 defaulters had paid up Rs 5.01 crore.
