Implementation of Section 51-A of UAPA, 1967- Updates of the UNSCR 1988(2011) Taliban sanctions list

Please refer to our Circular DNBS(PD).CC. No 357/03.10.42/2013-14 dated October 03, 2013, DNBS(PD).CC. No 409/03.10.42/2014-15 dated September 25, 2014 and DNBR(PD).CC. No 006/03.10.42/2014-15 dated December 11, 2014regarding the changes made in the UNSCR “1988 Sanctions List”, i.e. list of Individuals and entities linked to Taliban.

2. Ministry of External Affairs (MEA), UNP Division, has forwarded 9th update of 2013 dated October 18, 2013 and 3rd update of 2014 dated May 16, 2014, regarding amendment to the entries in the Taliban sanction list. Links to the press releases are given below:

3. NBFCs are required to update the list of individuals/entities as circulated by Reserve Bank and before opening any new account, it should be ensured that the name/s of the proposed customer does not appear in the list. Further, NBFCs should scan all existing accounts to ensure that no account is held by or linked to any of the entities or individuals included in the list.
