A. Organizational set up

The LBS Centre is an autonomous body under the Govt. of Kerala registered under Act
XII of 1955 of Literary, Scientific and Charitable Societies Act. The Centre has head quarters
at Thiruvananthapuram and 5 Regional units 2 Engineering Colleges one at Kasaragod and
the other at Thiruvananthapuram and one model Degree College at Parappanangadi,
Malappuram. The accounts of the Centre and the entire Regional unit are finalized in Head
office, Thiruvananthapuram.The accounts of engineering colleges and Model Degree College
are finalized separately.

B. Qualifying requirements for quotationer

a. Should have 5 years experience in the field of preparation and finalization of accounts
(statements such as Balance sheet, Income and Expenditure statement, Receipt and
payment Accounts) of Kerala state Government Autonomous bodies/PSUS.

b. Should have a registered office in Kerala and branch office in Trivandrum.

c. Name of Autonomous Bodies/Companies with annual turnover whose financial accounts
have been completed during last 3 years should be stated.

d. Valid Registration No.PAN, ST registration No.
e. Statement of number of resource person to be engaged for job along with their

qualification.

C. Scope of work

Preparation of Trial Balance, Income and expenditure Account and Receipt and payment
Account of Centre and Colleges separately and consolidated statement. The work is to be
carried out at the respective premises. Also should verify all the expenditures were spent in
accordance with the existing norms and delegation.

Hard copies (3Nos.) and Soft copy of accounts shall be submitted.

D. Payment Terms

No advance payment shall be made.
Payment on successful completion of jobs.

OF ANNUAL ACCOUNTS UNDER LBS CENTRE FOR THE YEARS
(2018-19, 2019-20)

The LBS Centre is an autonomous body under the Govt.of Kerala

Act. The Centre has head quarters at Thiruvananthapuram, 5 Regional units,
and 20 Sub Centers, 2 Engineering Colleges one at Kasaragod and the other
at Thiruvananthapuram and one Model Degree College at Parappanangadi,
Malappuram. The accounts of the Centre and the entire Regional unit are
finalized in Head office, Thiruvananthapuram. The accounts of Engineering
Colleges and Model Degree College are finalized separately.

Competitive bids are invited from registered Chartered
Accountants/Accounting firms who satisfy the following conditions, to compile
& prepare the annual accounts of LBS Head office and 5 Regional units, 20
Sub Centers, 2 Engineering Colleges one at Kasaragod and the other at
Thiruvananthapuram and one Model Degree College at Parappanangadi,
Malappuram under LBS Centre all over Kerala for two financial years, viz,
2018-19 and 2019-20.

CONDITIONS FOR THE APPOINTMENT OF CHARTERED ACCOUNTANTS
FOR LBS CENTRE

1. Should have 5 years experience in the field of preparation and finalization of
accounts (statements such as Balance sheet, Income and Expenditure
statement, Receipt and payment Accounts) of Kerala state Government
Autonomous bodies/PSUS.

2. Should have a registered office in Kerala and branch office in Trivandrum.

3. Name of Autonomous Bodies/Companies with annual turnover whose
financial accounts have been completed during last 3 years should be
stated.

4. Valid Registration No.PAN, GST registration No.

5. The bid shall be for the entire two financial years and the bid amount shall
also be for the two years taken together.

6. The Annual Accounts should contain stream-wise/ institution-wise review of
Receipt & Expenditure indicating surplus/ deficit statements in each case,
indicating measures for improvement.
7. The compilation & finalization of accounts of LBS Centre along with
Engineering/Degree Colleges and other Centre should be completed within
4 months from the date of appointment ie the audit for 2018-19 within 2
months and 2019-20 within 4 months. 5 hard copies of signed report shall
be submitted to the management. Soft Copies should also be shared.

8. The minimum fee for the two years period is fixed at Rs.3,50,000/-
+GST (inclusive of TA/DA etc)

9. Pro-rata payment of fee will be considered on completion of each
year’s Accounts.

10. The appointment is for the specific period and purpose. It will not be
extended or changed under any circumstances.

11. Applicants have to submit their bids in the prescribed format in sealed
Envelope addressed to “The Director, LBS Centre for Science and
Technology, Nandavanam, Palayam, Trivandrum 695033“superscripted
“Bid for the Appointment of Chartered Accounts (2018-20) on or before

12. The sealed bids will be opened on 29/12/2020 3 PM
