Himachal Pradesh Excise Bill 2009, which was passed in the assembly on December 16, 2009, was withdrawn on Tuesday in view of some observations made by the President's office.
Chief minister Prem Kumar Dhumal said the bill will be reintroduced with certain amendments. "It will be ensured in the amendments that no one below the age of 18 is employed in liquor shops," he said.
Himachal Pradesh Societies Registration (Amendment) Bill was also tabled in the House with some amendments to facilitate registration of sports associations under it. Earlier, there was no law applicable for governing the sports associations and societies registered under Himachal Pradesh Sports Act, 2005.
Amendments in HP Societies Registration Act 2006 will now empower the government to notify charitable and welfare objects other than those specified under Section 1, for which societies may obtain registration. Limits of annual turnover on which the societies were required to publish audited balance sheets were also enhanced in the proposed amendments from Rs 5 lakh to Rs 25 lakh.
In another bill tabled in the House, amendments were proposed under Section 36 of Himachal Pradesh Municipal Act 1994 to exclude "deputy mayor" from the purview of reservation. A bill was also introduced to exclude wakf properties from HP Public Premises and Land (Eviction and Rent Recovery) Act, 1971.
