15 Bills set to be tabled

As many as 14 legislative Bills and one financial Bill are to be tabled during the winter session of the state legislature commencing in the second capital from December 8. As per the tentative programme chalked by the business advisory committee (BAC) the two-week session is to end on 19th.

Subject to a final nod of the BAC, that comprises designated members from the ruling as well the opposition parties, that will meet later this week, official sources indicated that the opening day will be marked by the government initiating a discussion on the governors address.Governor S C Jamir had addressed a joint session of the upper and lower house in Mumbai during the short, inaugural session of the new government on November 4. The legislature has to pass a motion thanking him following a discussion on it.

The same day, Ordinances that were issued during the interregnum will be tabled in the form of Bills for getting clearance of the legislature.

While the opposition is gearing up with its agenda to raise sensitive issues of drought-like situation and consequent losses on the farm front, the government has planned to move 14 Bills that include one on prevention of damage or loss of property belonging to doctors and medical institutions in the state.

The other ordinances are related to tax on luxuries, amendment on law relating to prevention of dangerous activities of slumlords, bootleggers and drug-traffickers. One bill is of technical nature giving legal sanction to the deferment of elections for the post mayors and deputy mayors in the state as its schedule clashed with that of the state assembly elections held in October.

The financial bill concerns the contingency fund. The legislature business will thus be carried out in
ten working days as December 12, 13 (Saturday, Sunday will be holidays) and in all probability the session
will be wound up on 19th.

The tentative programme lists the opposition- sponsored Antim Athawada Prastav ( the session- ending debate). While the official programme is hectic with bills slated to be tabled and other official business cramped in what will be interesting to watch is how the opposition with a depleted strength co-operates.

If it carries out the threat of taking up Vidarbharelated farming issue farmers issue vociferously the official
schedule may get disrupted at least on the opening day.
