Central Council of ICAI - CA Sudhir K. Agarwal Manifesto

He is a practicing Chartered Accountant. A fellow member of the Institute of Chartered Accountants of India (ICAI) possessing an experience of over 28 years in tax assessments, consultancy, finance and business advisory matters. A maven of the capital markets. During his illustrious career, he has assisted and successfully represented corporate clientele at various levels in proceedings before the Income Tax Department and SEBI. 

He graduated in commerce with a first class from I.P. College, Bulandshahr of Meerut University. Thereafter he qualified as a Chartered Accountant in the year 1989. In addition to the above he also holds a degree of Master of Business Administration. He has been widely and actively associated with various social and cultural organizations in various capacities from Executive member to Honorary Chairman or President. 

He has contributed in manifold means to the development of the profession of chartered accountancy profession and society. A brief list is appended hereunder: 

SERVICES TO THE PROFESSION

Towards Institute of Chartered Accountant of India

Chairman of Northern India Regional Council (NIRC) (2008-2009 Diamond Jubilee year of the ICAI)

The ICAI as a recognition of the efforts put in by the NIRC bestowed independently on us; after a gap of eleven years “The Best Regional Council Award” for the year 2008-09.

Vice-Chairman  of NIRC of ICAI (2004 – 2005)

Secretary of NIRC of ICAI (2005 – 2007)

During his tenure in NIRC, various initiatives were taken by him such as: more than 35 background materials were published, frequency of GMCS batches increased, extension of facilities at the bar room at ITO, help desks were set-up in various branches of NIRC, New canteen facilities were set-up at Vishwas Nagar branch, Special Referencer manual was published for the 1st time by NIRC, etc.

Contributed in various committees of central/regional council of ICAI by being Chairman/Vice-chairman/Convener/Joint-Convener/Member from 1990 to 2004 , some of which are:

International Affairs Committee (2002 – 2003)

Committee for members in Industry (2001 – 2002)

Committee for entrepreneur and social service (2011-12)

Headed - Northern India CA federation (a NGO formed for betterment of CA profession).

Under his leadership, NICAF conducted a wide range of social, cultural and sports activities regularly for the members and their families such as visit to Akshardham Temple and BSE -Samridhi Cricket Tournaments being conducted since 2015, etc. NICAF also holds regular seminars to address the emerging issues of professional interest and conducts open house sessions for the benefit of members who can use them to update themselves on matters of professional interest. Recently, NICAF even filed various WRIT petitions to protect the interest of profession and was even successful in obtaining stay orders and extensions as filed by it: challenging the provisions of NFRA and extension of 'Due date' of filing ITR and tax audits.

Founder convener of Patparganj CA Study Circle - ALL INDIA RANK 1st Winner of Best Study Circle of NIRC from (2001 – 2002) to (2005 – 2006) and after that Patparganj Study Circle has opted out from the Race for Awards. It has even organized over 500 seminars till now. 

SERVICE TO OTHER ALLIED SECTORS

1.            Director of Delhi & District Cricket Association (DDCA)

2.            Director of Managing Committee "ANMI-NR" Association of NSE (National Stock Exchange) Member of India.

3.            Chairman of managing committee ANMI-NR (2013-2014). During the tenure as chairman of NR, the SEBI had appointed him in its various committee and he was the key contributor in conducting various international programs.

 

VISION

Over the past few years, I have been fortunate to have received your support in various endeavors that I have undertaken.  This support saw me being elected for two terms to the Northern India Regional Council. The Regional Council deemed it fit to repose it's confidence in me as the Chairman for the team of 2008-09. I am eternally grateful to my colleagues in the profession who made it possible that I was elected to this post. During the period that I was representing your mandate in the regional council I tried my best to work for the best interests of our noble profession. In all that I have achieved, I owe my success to the unstinting dedication that I received from my entire team. 

The Central Council is the apex decision making body of our profession. The deliberations and decisions taken in the central council have consequences that will steer the course of the profession in the years ahead. I feel that I have a great deal to contribute to the profession in the foreseeable future: 

To set up campuses at various locations, this will not only enhance the technical exposure of chartered accountants but will also help them in overall personality development. It will be achieved by making them to choose and excel in an area of desired expertise and via these campuses, they will grow and be recognized all over India in their desired area of specialization. This process normally takes years of hardship to become an expert. The same is expected to be achieved within the time span of 6 months. A CA should not only be professionally competent but also should possess high level of communication and presentation skills to ensure that the market demand for CA's is stimulated. This will help them in setting higher benchmarks with respect to other fields.

A highly IT enabled infrastructure has become a necessity considering the lack of a uniformity in the manual system. Our aim is to build and promote better IT infrastructure which would seamlessly serve both students and members. A constant effort would be made to maintain, upgrade and replace our ageing outmoded infrastructure with the more effective, equitable and efficient one.

To provide recognition to CA course equivalent to post-graduation degree.

Better grievance redress mechanism by providing such helpline numbers/ toll-free landline numbers which will be answered promptly and all queries will be duly entertained.

To create an environment by using the good offices of ICAI for equitable distribution of the professional opportunities in government sector, banks and other institutions and to rationalize the tendering policy with a view for SME firms and to create more work opportunities for practicing Chartered Accountants.

The motive of ICAI should be to provide better job opportunities not only for newly qualified chartered accountants by organizing campus selection but also put a system to provide opportunity the members in industry to grab the better opportunity for better utilization of their expertise and experience even after retirement from PSU's and other government organizations.

To institutionalize a system for effectively representing before the government and other authorities; and effort to create an environment beyond the personal interest of the elected representative to enhance the glory of the profession at the highest level.

Efforts to enhance the strength of CA Benevolent Fund through CSR or any other manner to provide better and adequate social security to the members and their families in their time of need.
