TENDER ENQUIRY
Sealed tenders are invited from qualified and experienced organizations having
experience in ISM internal audit for conducting internal audit of our 21 vessels operated
by Lakshadweep Development Corporation Ltd for initial period of 2 years which is
extendable further for 1 more year on the basis of quality of the internal audit . The
tender should be submitted in TWO BID SYSTEM (Technical Bid and Price Bid).
The tender shall be submitted strictly in accordance with the instructions, terms and
conditions given in the tender document. Deviations are generally not acceptable, but, if
any, shall be indicated clearly and conclusively.
An EMD of Rs. 50000/-(Rupees Fifty Thousand only) and the cost of tender of
Rs.1,180.00 (non-refundable) is to be remitted by NEFT Challan in favour of
Lakshadweep Development Corporation Ltd, Account No: 43011010000766 of
Syndicate Bank, M.G.Road, Ernakulam, Kochi-682035 IFSC Code: SYNB0004301,
MICR Code: 682025005.

SCOPE OF WORK
1. 7 numbers of Passenger vessels, 6 numbers of Cargo barges and 8 numbers of
Passenger High Speed Crafts to be audited.
2. Most of the vessels are berthing at Kochi only. However, it is to be noted that
some of the vessels may also berth at Beypore, Mangalore and various islands
of U. T of Lakshadweep.
3. The successful bidder will be responsible for conducting periodic annual ISM
audit of the vessels as per its availability in coordination with ISM department of
LDCL for initial period of 2 years which is extendable further for 1 more year on
the basis of quality of the internal audit.
4. ISM Internal Audit of the vessels to be carried out in accordance with the ISM
Code and its revised edition.

ELIGIBILITY CRITERIA
1. The Bidder must be a organization engaged in the Ship Audit for last 3 years.
2. The organization must have completed atleast 30 audits in last 3 years.
3. The organization must have atleast 4 numbers of Auditors who are certified by
recognized body to carry out ISM, ISPS and MLC Audits.

GENERAL TERMS AND CONDITIONS
1. This tender is not an offer and issued with no commitment. LDCL reserves the
right to withdraw the tender or change or vary any part of it at any stage, which
include disqualifying any participant, if such action is in the best interest of LDCL.
2. No oral conversation or Agreement with any official / agent / employee of LDCL
shall affect / modify the definite agreement clauses and provisions.
3. The bidder should be ready to further negotiate on pricing with LDCL if the
Government lifts the regulations in pricing.
4. Any attempt to canvas or influence tender in any manner lead to disqualification
of bidder at any stage. Only one offer per organization is permitted.
5. The decision of LDCL shall be final and LDCL reserves the right to reject any or
all the offers without assigning any reason thereof.
6. Any structural change in Technical Bid or Price Bid format will lead to
disqualification of the concerned Tenderer.
7. Bidders shall keep their Price Bid valid for a period of 90 days from the date of
opening of the Technical Bid. Bidder shall have no right, whatsoever, to withdraw
or to modify the Price Bid in any way during this period. If they do so, EMD paid
by them will be forfeited. The date of award of the assignment will be at the sole
discretion of LDCL.
8. An Earnest Money Deposit (EMD) of Rs. 50000/- (Rupees Fifty thousand only)
should be remitted by NEFT Challan in favour of Lakshadweep Development
Corporation Ltd, Account No: Account No: 43011010000766 of Syndicate Bank,
M.G.Road, Ernakulam, Kochi-682035 IFSC Code: SYNB0004301, MICR Code:
682025005. The Challan should be submitted along with Technical Bid. Tender
without NEFT Challan will not be entertained and rejected summarily.

9. For successful bidder's, EMD shall be retained and will be returned after
successful completion of the assessment. EMD to the other bidders will be
returned on after the finalization of L1 bid.
10. It is proposed to hold a pre bid meeting at LDCL Office, 56/2366, Panampilly
Nagar, Ernakulam, Kochi 682 036 at 10.10.2019 at 3.00 PM to clarify the
doubts raised by the eligible bidders. The bidders are advised to examine the
tender document carefully and if there be or appear to be any ambiguity and / or
discrepancy in documents or any clarification is needed on the tender document
or if they require any clarification with regard to tender, these should be referred
to LDCL in writing or via email at least one day prior to the date of pre bid
meeting before 3.00 PM. Further, it is to be noted that no queries / clarifications
will be entertained
11. In case an unscheduled holiday is declared on the prescribed closing / opening
day of the Technical Bid, the next working day will be treated as the scheduled
prescribed day of closing / opening the Technical Bid.
12. At the time of bid opening, the LDCL will permit one authorized representative of
each bidder to be present provided such representative produces a letter duly
signed by the bidder authorizing him to be present on behalf of the bidder.
13. Technical Bids will be opened and scrutinized first. The LDCL reserves the right
to open the Price Bid of only such bidder who are found to be technically
qualified on scrutiny of the Technical Bids. The decision of LDCL in this regard
shall be final and binding on the bidder. The Price Bid of the bidder whose
Technical Bid is not qualified will neither be opened nor returned to the bidder.
14. The LDCL reserves the right to accept or reject any tender and to cancel the
bidding process and reject all tenders at any time prior to award of the
assignment without assigning any reason and thereby absolve any liability to the
affected bidder and no correspondence in this regard will be entertained.
15. LDCL reserves the right to alter / modify the scope of work at our discretion and
in consistence with the policy of the Govt. of India and statutory bodies as
applicable to the assignment from time to time.
16. The transportation and accommodation expenses of the auditors will be borne by
LDCL as per prior intimation by the successful bidder. The Corporation will only
bear the expense of one person only. The audit program will be approved by the

ISM department of LDCL after mutual discussion with the successful bidder each
time.
17. The bidder to put the Audit fee exclusive of the Taxes, transportation and
accommodation expenses of the auditor who carries out the audit.
18. Amendment of tender document: The LDCL reserves the right to modify or
amend any of the terms and condition of the tender document. The amendments
in the form of addendum will be posted in our website
wwww.tednerqizard.com/utl within 3 days prior to the tender closing date and
time. No separate notice / intimation of amendments / modifications will be sent
as far as these amendments are concerned. The LDCL at their discretion can
extend tender closing date and time for the submission of Tenders to enable
prospective bidder to take the amendment into account while preparing the
Tender.

TENDER ENQUIRY SPECIAL CONDITIONS FOR TWO-BID SYSTEM
(TECHNICAL BID) shall contain the following:
1. Copy of NEFT Challan for Rs. 50000/-(Rupees Fifty thousand only) towards EMD
remitted.
2. Copy of experience document
3. Copy of GST Registration Certificate of the bidder.
4. Copy of Pan card of the bidder.
5. Document reflecting status of the firm (Public Ltd / Private Ltd / Proprietorship/
Partnership / any other)
6. Copy of Income Tax Return for the Financial Year 2015-16, 2016-17 and 2017-
18 and PAN of the bidder.
7. Audited financial statements of last three financial years i.e 2015-16, 2016-17
and 2017-18.
8. List of clientele of similar jobs carried out in last 3 years.
9. Reference letter from such clients/ work completion certificates/copy of audit
reports/any other document that proves the fulfillment of requisite experience
criteria.
10. The details of qualification and experience of the current members in the
department / team who are handling similar operations as specified in the tender/
list of qualified auditors associated with the firm.
11. Details of ongoing litigation / arbitration, if any for the last five financial years.
12. Any other details desired elsewhere in the tender document
(PRICE BID):
The price bid shall be as desired in the format provided Annexure IV so as to arrive at
the total expenditure without seeking any clarification from the bidder (the rates are to

be indicated in figures as well as in words. The amount in words only will be taken into
account in case of any variation).
The following terms are strictly adhered to as far as Price Bid is concerned:
1. The applicable taxes, duties and levies if any shall be quoted separately in details in
the appropriate place provided in the price bid document . Indications like `extra' / `as
per rules' etc. are not acceptable at any circumstances.
2. The offer shall not have any open / counter conditions / claims for extra payments.
3. Offers should be clear and unambiguous. Incomplete / ambiguous offers are likely to
be rejected. Similarly, offers not in compliance with the tender conditions / with
counter conditions are also likely to be rejected.
