e-transit pass system under tamil nadu value added tax act, 2006

e-Transit pass helps the dealers to generate online the Transit pass for movement of goods (where sale is not effected in the home state) out of state or passing through the home state.  The system has the provision for dealers to register the movement of goods, bill details and generate e-Transit Pass through the web site http://ctaxcms.tn.nic.in/eTransitPass/, at the exit check post, and the check post officials can cross check the movement details before allowing the vehicle.  The vehicle which is passing via home state that movement can also be recorded by other state dealer or check post official.

The following are the features of e-transit pass-

  • Recording of movement details online by dealer;
  • Printing of e-Transit Pass with unique Movement Number (MVR No).;
  • No Approval for generation of e-Transit Pass;
  • 24 x 7 online generation of e-Transit Pass;
  • Probable time of reaching check post is printed using distance matrix chart;
  • Cross Checking of movement at the check post by the official;
  • Check Post official can record their comments in case of delay or bypassing the designated check post because of traffic diversions or vehicle break downs.

The following is the procedure

  • The dealer for the first time to create user-id and password will be given to the dealer;
  • The dealer then has to change his password mandatorily;
  • After login with the new password the  e-services page will appear.  In this the following links are available.  The purpose of these links are also described:
  • Movement Entry –
  • The dealer has to enter the vehicle movement data, transporter name, vehicle number, to state, to place, district, final check post they will pass and number of bills/DC they carry.   
  • On completion of this the dealer has to enter the bill detail entry menu in which he may enter on line or attach the excel file prepared for this purpose.
  • After saving the bill detail entries then commodity details in multiples for that consignment can be entered one by one.
  •  In declaration page dealer can view movement of bills and details before confirmation.  The dealer is having the flexibility of changing the movement and bill details if any mistake is found in this link;
  • When the same is confirmed the e-transit pass will appear;
  • The dealer can take print out of e-transit pass;
  • While crossing the check post the dealer is to surrender e-transit pass to the exit check post;
  • Check post officials are having the option of movement recorded by dealers across the state.
  • Change the check post - After generation of e-Transit Pass, when the goods are in transition, if the vehicle is suspended due to break down or any other valid reasons the dealer is having the option of Changing the Transporter details like Vehicle No, Owner Driver Name, Final Check post. This can be done by using ‘Change Check post’ link. The prior condition is that the goods should not passed already the check post or the time limit for reaching the original check post recorded earlier should not get barred.
  • Cancel e-transit pass - After generation of e-Transit Pass, due to some unforeseen circumstances if the dealer is not able to do movement then that e-Transit pass can be cancelled by dealers by clicking on ‘Cancel e-Transit’ option.  The condition for cancellation of e-Transit pass is that it should be cancelled within 24 hours from the date of movement confirmation.   On deletion of e-Transit Pass one will get a screen confirming the cancellation.
  • Reprint e-transit pass - The dealer is having the option of Reprinting e-Transit Pass by using this link.  The dealer is having the option of viewing movement details recorded and current status of movement at any point using ‘Dealer Movement Check’. Here the dealer can either view ‘Movement History’ or look for any ‘specific movement’ status.
  • Dealer movement check - On click of ‘movement History’ dealer can view the movement details of last week with status.  Movement between two dates (maximum range of 15 days) with Status of choice as listed can be selected by dealers and click on show.  On click of ‘Specific movement’ dealer can view the movement details of any one by typing MVR No.
  • Change pass word - Dealer has to give current password and record new and confirm new password. Once submitted it will be saved successfully if credentials matches.

Recently the Government granted SMS facilities in transit of goods crossing the states.  SMS messages will be sent to the dealers at the time of filing e-Transit pass and passing via Check post, on the following activities:

  • Transit pass confirmed;
  • Passed the check post;
  • Vehicle passed but bills/goods detailed;
  • Vehicle passed but bills/goods partially detained;
  • Transit pass cancelled by the dealer;
  • Request for extension of time;
  • e- Transit pass – saved details modified by the dealers.

The above said facility introduced by the Tamil Nadu Government will ease the dealers in watching the movement of goods and to take appropriate action as required.
